Abstract:

Background: Emerging and re-emerging infectious diseases remain a major challenge to global health systems, requiring rapid detection, accurate diagnosis, and coordinated preparedness strategies. Recent outbreaks have demonstrated limitations in conventional surveillance systems and highlighted the need for integrated approaches that combine advanced molecular diagnostics, laboratory quality management, and interdisciplinary collaboration. The One Health concept provides a comprehensive framework by recognizing the interconnected relationships among human, animal, and environmental health.

Objective: This paper proposes a conceptual framework integrating RNA sequencing (RNA-Seq), flow cytometry, artificial intelligence (AI), and quality-assured laboratory networks to strengthen early detection, surveillance, and preparedness for emerging infectious diseases.

Methods: A narrative review of current developments in molecular diagnostics, immunological monitoring, laboratory quality systems, and One Health surveillance approaches was conducted. Based on published evidence and professional laboratory management experience, an integrated framework was developed to support future infectious disease preparedness and response.

Results: The proposed model illustrates how transcriptomic surveillance through RNA sequencing, immune profiling by flow cytometry, and AI-assisted data analysis can improve pathogen detection, outbreak forecasting, and public health decision-making. Furthermore, implementation of quality management principles, including standardization, accreditation, and continuous quality improvement, may enhance diagnostic reliability and inter-laboratory collaboration. The framework emphasizes the integration of human, animal, and environmental health data to support a proactive and coordinated response to emerging biological threats.

Conclusion: The convergence of advanced molecular technologies, artificial intelligence, and quality-centered laboratory governance offers a promising strategy for strengthening global infectious disease preparedness. Adoption of an integrated One Health approach may improve surveillance capacity, accelerate outbreak response, and enhance resilience against future pandemics. This framework provides a practical roadmap for laboratories and public health systems seeking to modernize infectious disease detection and preparedness efforts.

Dr. Mohammadkazem Molavirahbar, DCLS, MBA, is an experienced clinical laboratory scientist and laboratory director with more than 30 years of professional experience in diagnostic laboratory management within the Social Security Organization of Iran. Throughout his career, I have been actively involved in laboratory quality assurance, clinical diagnostics, and healthcare service improvement.

I hold a Doctor of Clinical Laboratory Science (DCLS) degree and an MBA with a focus on Laboratory Quality Management. My professional interests include infectious diseases, molecular diagnostics, laboratory quality systems, genomics, RNA sequencing, cytogenetics, gene expression analysis, and flow cytometry.

I have completed advanced training in Cytogenetics, RNA Sequencing Technologies, Molecular Gene Expression Analysis, and am currently pursuing advanced education in Flow Cytometry. My work focuses on integrating innovative molecular technologies with quality-driven laboratory practices to improve diagnostic accuracy, disease surveillance, and public health preparedness.
